NASCONFIG file missing or file configuration help

 

Background: Some of our UICC (SIM) cards don't have this file or it's too small. Please contact our support to get help and a script to create the file on the card (if you purchased the SIM card from us obviously). Furthermore Card Admin doesn't “interpret” the content of the file, so you have to learn how to configure it in binary mode with the help of the ETSI specifications.

Once you get the script from us, run it and the file will be created.

Configuration

We'll just point out the basics here, and you'll have to do the rest (like looking into TS 24.368, http://www.arib.or.jp/IMT-2000/V900Jul11/5_Appendix/Rel10/24/24368-a00.pdf that describes the coding for the content)

 

So the 6FE8 file is empty or contains Tags. The tags are currently: 80,81,82,83,84 and 85. It can contain 1 tag or all 5.

Tag:

80  NAS signalling priority

81   NMO I Behaviour Content

82   Attach with IMSI Content

83   Minimum Periodic Search Timer 

84   Extended access barring

85   Timer T3245

The file is filled with TAG – LENGTH of content – CONTENT

For example, if you have NAS signalling priority with content 01 (NAS signalling low priority)  and Timer T3245 with content 01 (Timer used) and length 1 byte = 01, the value in the file is:

80 01 01 85 01 01 FF FF FF FF….

Contents are described in TS 24.368 [65]. (see link above)

Unused bytes shall be set to 'FF'

* Activate service 96 in USIM service table (UST):
 
If you use NASCONFIG then service 96 must be activated. Unfortunately Card Admin doesn’t interpret the last byte (byte nr 12) in UST, only to service 90. So we have to manually calculate the correct HEX value in the last byte for the services 89 to 96.
 
Bit nr 8 in byte 12 represents service 96. If a service is activated the bit is set to 1, and if not it's set to 0.

TRANSLATE TO HEX: BIN2HEX(10000000)=80, in this case only service 96 (bit 8) is activated. So if you also have service 89 and 90 activated, then:
1 0 0 0 0 0 1 1 = 83
